PSG have spent huge amounts to bring in the likes of Neymar, Kylian Mbappe and Julian Draxler over the past couple of seasons and Moura has suffered.
The Brazilian will likely be looking to leave the club this winter as he looks to keep his World Cup hopes alive.
And he could be heading to Stamford Bridge after Christmas if the bookies are to be believed.
